Shinari
The Shinari are known as perfect diplomats,traders and spys.They never try to achieve their goals with brutal force if there are other ways to get them what they want.Therefor they are no good fighters,their ships are weaker than that of the most other races.
That's why they often hire mercenarys to do the dirty work for them.
Another way to improve their military force is the buying of ships from other empires.While all races except of the Kra'hen can buy ships,the Shinari as experienced traders can often get them at lower prices because of their good relationship to the trader alliance.
And the Shinari can defend themselves with diplomacy: they are very sucessful at telling lies about their enemys so that enemys of the Shinari soon have to fight against several races at the same time.
trade income is increased by 100%, chances of spys to fulfill mission are twice weak ships (see here)
